Brief introduction
Division of Material Science and Quality Test is the public service platform for physical and chemical analysis，which testing and analyzing physicochemical properties of materials, developing and delivering reference material， carries out quality supervision inspection for precious metal and gemstone, environmental protection products and information system and products, establishing and maintaining public standards of measurement, traceability and transmission of measurement values in the field of environmental protection in eastern China area and Shanghai Municipality. The main laboratories of the division are located at Zhangjiang headquarters and Yishan Road branch, equipped with the internationally advanced testing and analysis instruments.
The Banned Dyes Laboratory of this division is the leading laboratory of Shanghai Banned Dyes Testing Center. The National Center of Quality Supervision Inspection on Gold and Silver Products (Shanghai), the Shanghai General Station of Quality Supervision Inspection on Environmental Protection Products, the Shanghai Station of Quality Supervision Inspection on Precious Metal and Gemstone, and the Shanghai Station of Quality Supervision Inspection on Information System and Products are set up in this division. There are four experts in this division actively participating in the works of relevant national metrology and standardization technical committees.
The division has established 2 highest level standards of measurement in eastern China area. It carries out supervision inspection for relevant products quality, inspection of industry products subject to administrative licensing, pattern evaluations of new and imported measuring instruments, verification of imported measuring instruments, appointed by the administrative departments at different levels. The division is capable of carrying out 2 verification items, 12 calibration items and 104 testing items. It can also provide 21 certified reference materials approved by AQSIQ（General Administration of Quality Supervision, Inspection and Quarantine of the People’s Republic of China）, and 48 other reference materials.
Another important task of this division is carrying out researching activities for measurement and testing, developing national technical specifications and standards. Since 1990’s, the division has received about 10 items of Science and Technology Progress Awards conferred by relative Ministries of the country and the Shanghai Municipal Government, and many research achievements have been adopted by national verification regulations and national standards, and many self-developed measurement standard equipments, testing equipments and reference materials have been the first ones in China.
Service features
The Nano laboratory is equipped with the most advanced and complete instruments this field in China. The capability of research and testing of material morphology and grain size has reached the leading position in China. The laboratory can provide technical service for international famous high-technology corporations in their development of new materials and new products.
The laboratory of hazardous substance testing is one of the earliest domestic laboratories to carry out testing services for RoHs, banned dyes, hazardous chemical residues. It conducts relevant testing method research according to newest international technical regulations, instructions and standards, and provides technical guarantee for public security and export products.
The laboratory of dangerous chemicals testing is one of the few domestic laboratories which can test and analyze complex gases and gases of super-high purity (electronic grade). It can also provide appraisal services for conditions of chemicals transportation by air.
The cleanroom laboratory occupied more than 1000 m2 with class 100 is equipped with the most advanced analysis and purifying instruments. It can provide testing services for electronic grade chemical reagents.
The research and development of standard materials is focused on the trend of international advanced technology. Standard materials which the division can now provide or will soon provide include: nano, RoHs, Chinese medicine, hazardous chemical residues, etc.
The laboratory for precious metal and gemstone testing of this division is the only national quality supervision inspection center in Shanghai authorized by AQSIQ（General Administration of Quality Supervision, Inspection and Quarantine of the People’s Republic of China）, and the only testing provider for gold products appointed by Shanghai Futures Exchange. It has provided testing and identification certificates for national presents for many times. It also provides technical guide for consumers in choosing jewelers.
The laboratory for environmental protection products testing and calibration in this division provides technical support for environmental monitoring, development of environmental protection industry and government procurement for environmental protection products in Shanghai. The self-developed wind tunnel is used to calibrate wind parameters. The newly established scanning mobility particle analysis system has provided testing of the property of biodiesel discharge for national 863 programs.
The laboratory of information technology of this division is the first professional one which carries out supervision inspection of information system and products in China, the first to initiate the testing of IC card and card reader in China. It has conducted supervision inspections of information systems for the construction of Shanghai’s significant projects for many times.
